The Council's public platform. A directory of European senior care that anyone can search, compare and check the sources of, without an account.

33,064 facilities published across ten European countries, from 34,486 held in the database Published since 13 August 2026. Every one of them is marked as listed from public sources and not yet Council-verified — an honest label for what it is, and one that cannot carry a Council score until the verification queue reaches it.

The directory was built by harvesting OpenStreetMap and each facility's own website: openly licensed map data for who and where, then each facility's own website for what it offers. Every fact keeps the sentence it came from, so a reader who doubts a detail can go and look at the source rather than take the Council's word for it.

It covers care homes, campuses, remote care services and the regional networks around them, in Europe.

What it does


For a family

Search by place, by level of care, by price band and by the services a home actually provides. Put several homes side by side and read them across the same attributes instead of across three brochures. Arrange a visit through the site — with no fee to anyone, in either direction.

For an operator

Find your own listing and correct it without creating an account. Claim it to manage what it says, publish a response, and run the Council's opinion survey across your residents and families — free, permanently, because a survey tool behind a paywall would distort the Council's own data.

For a technology vendor

Products are assessed against fifteen published attributes, from evidence of real adoption and price through to data-protection posture, interoperability and how the thing behaves in the hands of someone with poor eyesight. A vendor can claim its profile and answer an assessment on the record.

No login to look

Browsing, searching, comparing and reading published results need no account. Accounts exist for the people who manage something — an operator's listing, a vendor's profile, a Council role.

Where the data lives


The platform runs in Europe: its database in Frankfurt, its application in Paris, its media storage in the European Union. That is a decision about jurisdiction rather than latency — the Council holds data about residents and their families, and it should not leave the territory whose law protects them.

On the survey side the operator is the controller of its residents' and families' data and the Council is the processor. A data-processing agreement is a precondition of using the survey tool at all: no agreement, no survey.
